Palenque, Copán, and Piedras Negras, for instance embodied the model of a city-state with outskirts. These hubs were politically independent but culturally and economically connected. Some larger areas such as Tikal and Kalak’mulm, became great cities with dependent provinces. A single culture encompassed nearly a dozen kingdoms, each with a highly elaborate city system and class structure.
