Corruption' widely publicised campaign, Zambia. Corruption is systemic in Zambia. Similar to experiences from other countries, the economic and political liberalisation processes following the 1991 transition also introduced a ââ¬Ënew cultureââ¬â¢ in Zambia that encouraged political leaders to accumulate private wealth irrespective of method employed. The consultative process on the formulation of Zambiaââ¬â¢s Poverty Reduction Strategy Paper, finalised May 2002, now indicates that Zambian citizens consider corruption in all levels of public services as causally linked to poverty and underdevelopment.
