Similar to experiences from other countries, the economic and political liberalisation processes following the 1991 transition also introduced a ‘new culture’ in Zambia that encouraged political leaders to accumulate private wealth irrespective of method employed. The consultative process on the formulation of Zambia’s Poverty Reduction Strategy Paper, finalised May 2002, now indicates that Zambian citizens consider corruption in all levels of public services as causally linked to poverty and underdevelopment.
