Laval is both an administrative region , a regional county municipality and a city in Quebec in Canada . The three administrative entities share the same territory. Although organizations are autonomous in their jurisdiction, the members elected to the city council are also represented at the two other levels of government . Laval is one of 22 tourist regions of Quebec. Except for a few patches, Laval is almost entirely situated on the island Jesus . The Mille-Îles separates the North Shore of Montreal and the Rivière des Prairies , south, defines its border with the city of Montreal . The City of Laval is a member of the Montreal Metropolitan Community since June 2000.
