Architect Konstantin Bartoshevich opened in 1962 and belonged to the Lublin combine of the Mosochistvod trust. Construction was delayed due to the revision of the project of the building, which lost the colonnade characteristic of such typical institutions of the 1950s. In 1983, the Palace of culture was named after the Hero of the Soviet Union pilot Ivan Astakhov, who died in 1944 when ramming an enemy aircraft.
